Needs analysis visit in Serbia

11 May 2015. Serbia (and our partner organization Lawyers' Committee for Human Rights-YUCOM) was the last country to visit during our needs analysis visit in Western Balkans. The visit is a part of international project “NGOs and the Judiciary – watch dog activities, interactions, collaboration, communication”. It was the first step of preparation for study visit, which will be held in Poland in October.

Serbia adopted in July 2013 a National Judicial Reform Strategy for the period 2013 – 2018 as well as an action plan in August 2013 for the implementation of the strategy. The strategy takes stock of problems encountered in the implementation of the previous strategy adopted in 2006 and is built around the key principles of independence, impartiality and quality of justice, competence, accountability and efficiency of the judiciary. NGOs are active and involved in this process, especially in monitoring of the implementation of the process of Serbia accession to the EU in context of Chapter 23 – Judiciary and fundamental rights.

We conducted a great number of meetings with various NGOs being involved in strengthening of judiciary: Belgrade Centre for Human Rights, Open Society Fondation, Transparency Serbia, Policy Center and Helsinki Committee for Human Rights. All of discussions helped us to gain the understanding of the local situation in the judicial system as well as in non-governmental environment. We talked primarily about the challenges in their activities, areas in which they need support, ideas for future development.

The project is funded by International Visegrad Fund and Ministry of Foreign Affairs of the Republic of Korea
